AFAIK view is historically an alias to "vi -R". In PLD vi is is always static verion of one of available VI clones (VIM, Elvis, NVI). And so should view be.
Thats why I think vim-static (or elvis-static, or...) is a proper place for it. You can always define other alias in your shell.
