I think BTS is a great tool, which can be also used for security issue tracking. 
New "type of problem" would be required: "security problem", which should be handled specially. Eg. reminders could be send reguraly to pld-devel list until the bug is closed or the package removed from FTP.
And even without this special handling we would have record of security problems fixed.
