bgpd(and zebra too) tries to open files:
bgpd.conf
/etc/zebra/Zebra.conf

so.. when isn't running from /etc/zebra, then doesn't load bgpd.conf :)
to run zebra it's needed cd into /etc/zebra, and then start zebra and bgpd
