hm...
on one of my systems system limits doesn't works. I have:
core file size        (blocks, -c) 0
data seg size         (kbytes, -d) 20000
file size             (blocks, -f) unlimited
max locked memory     (kbytes, -l) 20000
max memory size       (kbytes, -m) 20000
open files                    (-n) 1024
pipe size          (512 bytes, -p) 8
stack size            (kbytes, -s) 8192
cpu time             (seconds, -t) unlimited
max user processes            (-u) 20
virtual memory        (kbytes, -v) unlimited
max file locks                (-L) unlimited

but i can running process:
cs       24278  7.4 36.6 55560 35080 pts/3   SN   01:25   0:33 ./hlds -game cstrike +maxplayers 16 +map cs_havana +ip 192.168.2.251 

i'm not sure where is bug, but i think that in kernel...
