When using inetd with tcpd wrapper the key in hosts.{allow,deny} is server process name, not the service name. So you should use "spop3" instead of "pop3". This is because tcpd is given only the process name and it doesn't know what service in inetd.conf it is.

Things are different when rlinetd (which has built-in tcp_wrapper support) is used --- service name is the key in hosts.{alow,deny} then.
