The SUSE Security announcement (SuSE-SA:2003:003) contains the following note:

- grub                                                                                              
The grub boot manager allows users with physical access to the                                      
terminal to circumvent the password protection from grub. Fixed packages will soon be available.                                                                    

Unfortunately I did not find a ChangeLog from the home page of grub, so this might need some investigation.
