All because /etc/pam.d/passwd is in spec marked as %config(noreplace) file (and this is correct).
File witch doesn't use pwdb module on upgrade (probably from RH version) was "plugged" in /etc/pam.d/passwd.rpmnew so all what must be performed in this situaction is remane /etc/pam.d/passwd.rpmnew to /etc/pam.d/passwd.
