No without a reason PL/pgSQL is in a loadable module and needs to be CREATEd to be used with PostgreSQL. This is optional feature which may potentially cause some security issues.
Some security policies may require it not to be used and separating it to another package allows enforcing such policy by system adminitrator sill leaving postgres superuser privilages to the database administrator.

Separating optional (even standard) components, whenever it make even a little sense, to subpackages is part of PLD packaging policy.
