Root can't change password of any user. The same is from any users.

[root at pingwin /root]# passwd xxxx
New UNIX password:
Retype new UNIX password:
passwd: dlopen() failure
[root at pingwin /root]#

[xxxx at pingwin xxxx]$ passwd

(current) UNIX password:
New UNIX password:
