Setting the macro your way could lead to confusion, for example if the user accidentally called rpmbuild in a directory containing a backup of their _topdir. Another case would be calling it in $HOME/another_rpm (which the user could want as a topdir), where there's no ../SPECS.

$HOME/.rpmmacros is a good place for such heuristics.
