this happens if i've
1. updated source 'okas'
2. rm -rf packages.* and created indexes from scratch
3. try to poldek --up

when indexes are created from scratch there are only these three files:

-rw-r--r--  1 root rpm  521 Jun 21 13:23 packages.ndir.dscr.gz
-rw-r--r--  1 root rpm 1.5K Jun 21 13:23 packages.ndir.gz
-rw-rw-r--  1 root rpm   40 Jun 21 13:23 packages.ndir.md

and in any case that message should be just 'warning' if the toc file is not
expected to be there.
