[Bug 522772] [NEW] metacity (2.28 and older) falls into endless restart loop after replaced

Public bug reported:

Metacity in version 2.28 or any older version available in TH falls into
endless restart loop when is being replaced by another window manager.
It starts to consume a lot of CPU and calls GConf2 which together with
metacity do many IO calls.

Please find iostat when metacity is replaced. System has no running applications:
avg-cpu:  %user   %nice %system %iowait  %steal   %idle
                 84.92    0.00    5.56    2.25    0.00    7.27

Device:         rrqm/s   wrqm/s     r/s     w/s   rsec/s   wsec/s avgrq-sz avgqu-sz   await  svctm  %util
