Bug description:
  tclsh ./tool/mksqlite3c.tcl
  tclsh: allocatestack.c:404: allocate_stack: Assertion `size != 0' failed.
  make: *** [sqlite3.c] Aborted

  it's likely tcl problem, not sqlite3, but it doesn't fail on second
  run.
