  Polgen doesn't work; spar exits with python error

Bug description:
  When I run spar as root, everything works fine until it reaches step 7
  (final policy generation). At this point, clicking "generate policy"
  produces this error on the command line:

    File "/usr/share/python2.5/site-packages/polgen/fc.py", line 171, in done
    File "/usr/share/python2.5/site-packages/polgen/fc.py", line 160, in end_session
    File "/usr/share/python2.5/site-packages/polgen/fixer.py", line 863, in do_policy_generationCB
    File "/usr/share/python2.5/site-packages/polgen/util.py", line 77, in __init__
  IndexError: list index out of range

  
  And no policy is generated.
