    Version: 1.8.20.1, updates for current th
    
    - up to 1.8.20.1
    - disable h323 bcond by default (no pwlib/openh323 currently in th)
    - libilbc-devel dependency replaced with pkgconfig(libilbc)
      (now it is provided by webrtc-libilbc-devel)
