MIRRORS file

Could somebody (RMF? :) put cvs://cvs.pld.org.pl/mirrortool/MIRRORS file
in ftp://ftp.pld.org.pl/MIRRORS{,.gz} (it's best to put some automaton in
cron).

Then we should ask if somebody has a mirror and is not mentioned in this
file. I have hacked installer to use it (a local copy).
