It already is.

$ net-snmp-config --agent-libs
-L/usr/lib -lnetsnmpagent -lnetsnmpmibs -lnetsnmphelpers -lnetsnmp -lrpm -lz -lcrypto -lelf -lm -L/usr/lib -lwrap

So IMO net-snmp-devel should R: only elfutils-devel (packages rather
use just libnetsnmp, not all agent-libs...).
