Subject: permissions on shishi.conf

Is there a reason to have /etc/shishi/shishi.conf be mode 640,
root:shishi? Shouldn't shishi be able to be run by any user?

Oh, now I see that it's used by clients too, not only shishid.
And it doesn't contain any sensitive information, so I moved this file
to base package and changed permissions to 644,root,root.
