apache1 configdir

hi

i found out that apache1 can also support configdir, aka reading configs from 
directory like /etc/apache/conf.d/*

so, i'm in the middle of making similiar support as apache2 has to apache1.

so, if there are reasons why it wasn't done before say it out *now* :)
so my work won't be useless.

also, had little discussion in #pld having apache configs by other apps 
unified, until we were told to shut up :)
