Long time ago was quarrel with kloczek about that :)
He wanted "/" as home in that case (like in Solaris).
I think that /usr/share/empty is quite good place.
BTW - there was some time ago reported problem with /usr/share/empty when
/usr is mounted via nfs (or something like that) and looses connection.
