1. In registering them as separate languages (need ISO-639 code), or
2. in using '@'-kind locale, or
3. in using anything not in the xx_XX, xxx_XX mask, but then available only
   via LANGUAGE (not as a full locale); see ang, leet, eo, ia.
That's AFAIK.
