Builing kernel 2.4.28 on RA

I've tried to build kernel 2.4.28 from kernel24.spec on RA. I got this error 
message:
błąd: niespełnione zależności:
        gcc >= 5:3.3 jest wymagany przez kernel24-2.4.28-0.6
        rpmbuild(macros) >= 1.153 jest wymagany przez kernel24-2.4.28-0.6
Error: package build failed. (no more info)

Why ? Could someone explain me this ?
