i'll answer it here before you're able to ask question why :)

it's for folks using bash-completion, it prefers cached package list 
from /var/log if rpmdb hasn't been updated since the cache file was created

see (after having bash-completion installed):
$ type _rpm | less
$ type _rpm_installed_packages | less
