maybe i didn't state it out clearly, that bash-completion is not the only 
reason for such "cache". individuals might see other uses for it, so i don't 
think tight tieing with bash-completion is neccessary.

but i agree on that one, that trigger update and such config change is not to 
be done in global basis (in bash-completion package)
