You are no-op - I'm pretty confident you overlooked something:
-  { "useragent",   NULL,           cmd_spec_useragent },
+  { "useragent",   &opt.user_agent,    cmd_spec_useragent },

Please, adapt to new wget and restore this patch. I've tested it twice before 
commiting - it works.
