not sure i understand the question
the Requires: line appears to be there one for php5 and one for php4

altho it would be better if they could be unified, so the dependancy is 
runtime not compile-time.

but i don't have much of the knowledge of them. it could be solved by adding 
backwards compatible Provides: php-xmldom or php-dom to eighter of the php 
packages.

but i was told (by adamg) that they're not compatible, they serve different 
purpose

so maybe put some virtual provide there, like
Provides: php(xml)
Provides: php(xmldom)
Provides: php(dom)
