SPECS: builder - looks like "-B" is required to move a tag/branch

Well, after some tests:
- 1.12 server requires client -B flag to remove or move branch tag
- 1.12 server refuses to remove or move non-branch tag with client -B
  flag
- there is no way to remove branch tag with pre-1.11 client (including
  nserver client)
