Better solution by wiget (which seems to work like I want and doesn't
break editing other files in iso-8859-2 encoding):
au BufReadPre *.spec setlocal fencs=utf-8,iso-8859-2,latin1
au BufNewFile *.spec setlocal fenc=utf-8
