utf-8 encoding in specs

It looks like its my setup. I've done clean Ac install and it works.
Unfortunatelly I can't locate where the problem is. I wasn't changing anything
on non-working systems that may affect charset/locale stuff. Probably some
package that I've installed is causing problems. Which one? No idea.
