[AC] autoconf-2.61.-1

[Kacper Kornet]

autoconf-2.61-1 from ac-updates produces an error when
macro AM_GNU_GETTEXT([external]) is used. I think there are two
solutions:

a) push autoconf from HEAD to Ac 
b) push m4>=1.4.5 to AC
