[th] nspluginwrapper - how to build it?

in th-x86_64, gcc provides 'gcc(multilib)' but currently multilib
is switched off (bcond multilib) due to poldek's problems with
installing/upgrading multilib glibc.

if someone fix the poldek then we will build/keep multlib glibc/gcc
on th-x86_64 builders/ftp.
