This is more than broken.
Without installed kdenetwork-filesharing there is still option in 
menu "share". Tab "share" shows button to configure filesharing but you can't 
configure it becouse fileshare is not installed;)
But if file /etc/security/fileshare.conf is present then you can still share 
files.
