It's broken because the spec was fixed, not generator.

Convert README to utf-8, add declaration to templates, problem fixed.

Encoding can be fixed by using iconv, and what do you expect to put in C
description? The contents are polish, so is the description. If someone
doesn't understand the description, neither will he understand the
contnts. The generic "XXX polish fortunes." description doesn't look
good to me, although that's some solution.
