javac is provided by multiple packages, for example on Th:
poldek:/all-avail> search -f /usr/bin/javac
4 package(s) found:
icedtea6-jdk-1.8.3-1.i686
java-gcj-compat-devel-1.0.80-8.i686
java-sun-1.6.0.24-1.i686
java5-sun-1.5.0.22-2.i686
To handle this case in spec file you should require jdk, which is
provided by all these packages.
