um, this is downgrade in sense of how rpm calculates versions

$ rpmvercmp 49.1.1 4.8.1.1
49.1.1 > 4.8.1.1

if you want to update 4.8 series, you should branch last 4.8 (as ICU_4_8 
i guess)
and take that, as HEAD already on new code version, which is stable so 
perfectly valid to have it on HEAD
