/usr/lib/xorg/modules/dri to filesystem or somewhere else?

No, it is not. At least swrastr Mesa driver should be usable without any
X server. Probably other DRI drivers could be usable in some way without
X11 too.

But xorg-xserver-server seems the easiest solution and probably more
elegant as long as the drivers are stored under /usr/lib/xorg. I will
add it there.
