rfc: move /etc/cron.d to filesystem package

rationale: simplify packaging where cron dependency could be optional

sample:
15:23:29 root[load: 0.00]@pld64 /vagrant# poldek -u util-vserver
Loading [pndir]okas...
Loading [pndir]th...

util-vserver-0.30.216-1.pre3054.5.x86_64: required "/etc/cron.d" is
provided by the following packages:
a) cronie-1.4.11-3.x86_64
b) fcron-3.1.2-2.x86_64
c) hc-cron-0.14-27.x86_64
Which one do you want to install ('Q' to abort)? [cronie-1.4.11-3.x86_64]
