i'm almost sure it's zlib related, because:

$ rm -rf root
$ pear  install --packagingroot=`pwd`/root --offline --nodeps 
ConsoleTools-1.6.1.tgz
$ pear  install --packagingroot=`pwd`/root --offline --nodeps 
ConsoleTools-1.6.1.tar
