Because rpm has way way way too many option flags already.

The problem in need of solution is that rpmpopt is not the
right data store for very complex multiline aliases that can
chain through multiple aliases.

The store in /usr/lib/rpm/qf is (so far) easier to maintain.

But add a -qff (or any other option) to rpm if you wish.
