[packages/qt4] - qmake is broken with asserts not enabled

I bet some packages currently linked with qt4 are worth keeping - maybe
some of them have newer versions supporting qt5+.

BTW, Fedora, which is the first to drop unmaintained software, hasn't
dropped qt4 yet (qt.spec):
https://src.fedoraproject.org/rpms/qt/commits/rawhide

But if you don't want it, I could abstain from sending qt4 depending
stuff to builders.
