libmemusage must be at /lib

Why? Only because of path coded in /usr/bin/memusage or there is some
other reason?

- release 9: rebuild on rpm-build >= 4.0-9 for generate glibc package with
  ld.so stripped only with --strip-debug (icorrectly stipped ld.so
  disallow debug calls to shared libraries).

Where is stripping with --strip-debug done?
