normalnie. przeciez to jest inkludowane po wzglednej sciezce
przez /usr/include/iptables/iptables.h
                                       + "libiptc/libiptc.h"

co innego gdyby bylo w < .... >

bo nie trzeba samego iptables.h poprawiac.
na tej latce testcase sie buduje prawidlowo.
