Plik rc woła profile.d/* - tym powinien zajmować się /etc/csh.login
(cshowy odpowiednik profile):

$ man tcsh
[...]
Startup and shutdown
A  login  shell  begins  by  executing  commands  from the system files
/etc/csh.cshrc and /etc/csh.login (i dalej o $HOME)
[...]
Non-login  shells read only /etc/csh.cshrc and ~/.tcshrc or ~/.cshrc[...]

Przy czym tutaj jeszcze jest:
The  order  in which startup files are read may differ if the shell was
so compiled; see Startup and shutdown and the version shell variable.

Zatem najlepiej niech się wypowiedzą osoby, które używają tcsh (bo ja
tylko pdksh i zsh).
