boa - uaktualnienie do rc20

Witam.

  Skoro na ftp jest wersja rc17 to może lepiej rc20 :)
Uwagi:
  1) poprawiony boa-logrotate.patch (zmiana ścieżek)
  2) w BR nie jest wymagany sgml-tools - wymagany jest natomiast texinfo
  3) testowany na athlon
