Bash will read bash_profile only if it is invoked as "login shell". It is not said, that konsole should run bash as login shell. IMHO login shell should be run at login, so it should be started by "login" or xdm/kdm/gdm.

For xdm, if you want bash_profile to be read on login you must
change "#!/bin/sh" to "#!/bin/bash -l" in /etc/X11/xdm/Xsession.
