It is writen in every part of cups documentataion 
that it is enought to type in browser window
http://localhost:631/documentation.html 
to get an access to HOWTO, FAQ and so on and so on. 
Not in PLD of course. 
I guess I know why it is so, but it is stupid we cannot change 
the default behavior of program, because some of us think it is not a proper way of distributiong docs.
