The man page says:
If    FILE    is   not   specified,   use   /var/run/utmp.

The info page says:
If given one non-option argument, `who' uses that instead of
`/etc/utmp' as the name of the file containing the record of users logged on.

And 
strace -eopen who
reveals:
open("/var/run/utmpx", O_RDWR)          = -1 EACCES Permission denied)
open("/var/run/utmpx", O_RDONLY)        = 3

So please bring the documentation back into sync with the actual programm behaviour. Thanks.
