I login as user undefine. I have 32mb memlimit ;)
next i su to user uroot (uroot is user with uid 0). I can su by su uroot 
or su - uroot... But i still have 32 mb memory limit :)
next if i restart sshd from this account it will have 32 mb memory limit too...
and all users which would login will have:
- 32 mb memory limit or less (when have no limits or small limits 
  in /etc/security/limits.conf)
- can't login when have more limit(example 64mb) in limits.conf - pam cant't 
  raise limit and refuse login
