rpm ignores excludedocs 1 when rpm -U --replacepkgs --replacefiles
<alreadyinstaled package>.rpm 
and should not because there is no simple way to remove docs from disk and rpm
database for some packages which couldn't be
rpm -e <package>; rpm -U package.rpm (which version works always)

Reproducible: Always

Steps to Reproduce:
1. install any package when excludedocs set to 0
2. change excludedocs to 1
3. upgrade package to same version and docs still be there



same happens on Ti rpm, Th rpm, and so on, i belive all rpm versions are
currently affected.
