Forget it. It was local problem in my environment.

Bug description:
builder fails for new specs, that does not exist in CVS yet.

[z@ CAS]$ ../builder -nn -bp *spec
builder: SMP make flags are set to -j4
Error: spec file not stored in CVS repo.
[z@ CAS]$ ../builder -U *spec
Error: spec file not stored in CVS repo.
[z@ CAS]$ pwd
/home/users/z/rpm/packages/CAS
[z@ CAS]$ ls *spec
CAS.spec

rpm-build-macros-1.533-1.noarch, builder rev. 1.606
